Application of Certificate of National Custom (Customary Law) and Certificate of Celibacy

·       Certificate of National Custom: Document that confirms the legal custom and practices regarding civil marriage in the Republic of Mauritius.

·       Certificate of celibacy: Document certifying the current marital status of a Mauritian Citizen.


How to apply?

 The applicant should call at the Central Civil Status Office, 7th Floor, Emmanuel Anquetil Building, Port Louis. A Mauritian Citizen residing abroad can apply for a Certificate of Celibacy by sending a request through Email on the following address: csdregistry@govmu.org and authorizing a third party to collect same on his behalf.​

The following documents are required for the issuance of a certificate of National Custom and Celibacy:

Mauritius National Identity Card of the applicant

Birth Certificate issued within the last 3 months

Marriage Certificate bearing the annotation of divorce (if applicable)

Death Certificate of previous spouse (in case applicant is a widow or widower)

Recent proof of address.

 Note: Mauritians Citizens residing abroad should provide a recent proof of address from their country of residence.
 

Demande des certificats de coutume et du célibat

Certificat de coutume : document qui atteste des règles juridiques en matière de marriage en vigueur à la République de l'île Maurice.
​Certificat de célibat : document attestant l'état civil ou l'état matrimonial d'un citoyen.

 Le demandeur doit se rendre au siège de l'état civil, 7ème étage, immeuble Emmanuel Anquetil, Port-Louis. Un citoyen mauricien résidant à l'étranger peut demander un certificat de célibat en envoyant une demande par courriel à l'adresse suivante: csdregistry@govmu.org et en autorisant un tiers personne pour le récupérer de sa part.

 Les documents requis pour l'émission du certificat de Coutume et de Célibat :

  • Carte d'identité nationale du demandeur
  • Certificat de naissance datant de moins de 3 mois
  • Certificat de mariage avec mention de divorce, au cas échéant
  • Certificat de décès du conjoint, si le demandeur est veuf/ veuve.
  • Un justificatif de domicile datant de moins de trois mois.

     À noter: Pour les ressortissants mauriciens résidant à l'étranger, ils doivent produire une justification datant de moins de trois mois de leur pays de residence.​

Persons residing abroad may apply for civil status certificates.

 To enable searches to be carried out, an indicative date and place of the birth/death/marriage should be given upon application.

Note: All applications for civil status documents either by fax or email should be forwarded directly only the Central Civil Status Office. Foreign applicants need to provide a satisfactory proof of identity.  In the absence of same, the Civil Status Division reserves the right not to process the request.

 

2) Foreign applicants can also authorise a person residing in Mauritius to collect the requested document. However, the names and surname of the third party (authorised person) will have to be communicated to this Office in advance by e-mail or respective form should be filled accordingly by the applicant.

 

3) Foreign applicants who cannot identify anyone to act on their behalf in Mauritius, may opt for postage services as per fees applicable hereunder:​

To Note:
1. All Transfer of funds by foreign individuals, in UK or any other foreign countries, for apostilled / not apostilled birth and marriage certificates should be made in EURO ONLY. The postage payment fee will eventually depend on the exchange rate of the currency as applicable in the market.

4) If payment is made through bank transfer, this Office should be immediately notified upon completion of the transaction and a proof/copy of the transaction should be sent by mail on csdregistry@govmu.org / civilextracts@govmu.org  on the above address (1c).

 5) For additional information, foreign applicants can contact this Office by e-mail or by calling on +230 201 2279 or +230 201 2313.

 Exchange rate: All transactions concerning postal orders must be done taking into consideration the exchange rate.

 6) Notification/Registration of marriages, death or divorce of Mauritian Citizens abroad

 a) Only original duly authenticated/apostilled ​documents (Marriage Certificate, Death Certificate or Divorce judgment) and translated in English or French are accepted.

b) Original documents are returned + photocopy is kept and archived at the Central Civil Status Office.

c) Only births, civil marriages, divorces and deaths pertaining to Mauritian Citizens occurring abroad are registered on the Civil Status database.
